How do you calculate the final price after a discount?

Multiply the original price by (1 minus the discount as a decimal). A 20% discount on $4.99 gives a final price of $3.99.

If something is 20% off and then another 10% off, is that 30% off?

No - stacked percentage discounts multiply, not add. 20% off then 10% off equals 28% off total, not 30%, because the second discount applies to the already-reduced price.
